To hold the plywood in place while you secure it just put a drywall screw in the middle of the plywood and use it as a handle.
How to reinforce a wall to hang a towel bar.
Cut two pieces of plywood about 3 4 to 1 inch larger than the holes.
In this episode i go over how to easily repair a towel bar or towel rack that has come removed from the wall.

Using the set screw and wrench provided with your towel bar attach one of the bar holders to the bracket.
No need for plaster repair or drywall etc.
Make sure the screws you use are long enough to go all the way through the drywall and into the 1x4 backing.
Then slide the towel bar sockets over the metal brackets until you ve got them tightly wedged in place.
Feed the second bracket onto the towel bar and fit it over the mounting plate.
For each bar fasten the metal mounting brackets to the wall.
You progressively enlarge the holes using anchor after anchor then it gets loose again.
Now you have a beautiful new towel bar that is installed securely to the wall.
Hang your towel and admire your handy work.
Retract the set screw on the second mounting bracket.
Put a little pressure on the towel bar to make sure it is secure.
