There may be a pocket of air pressure between the primary door and storm door.
For a few simple problems though you might not have to go that far.
Use a philips head screwdriver to remove the screws that are holding the door handle in place.

Remove the screws and cover plates then use a phillips screwdriver or power screwdriver to take out the screws on the cover plate.

The storm door s bottom expander sweep may be dragging on the threshold.
